Home Owners’ Association

The Association manages and maintains the common property to preserve its value, desirability, and attractiveness. The residents of the Association elect volunteer homeowners for staggered terms to direct all business requirements for the Association.

The Board of Trustees consists of a President, Vice President, Secretary, Treasurer, and a Member at Large, and operates in accordance with the Articles, By-Laws, CC&Rs, and the established policy and procedures governing Harbor Ridge Estates. The Board of Trustees sets budgets and major improvement objectives; approves the expenditure of funds; and coordinates policies in an effort to satisfy the requirements of the Association’s By-Laws as well as the desires of the total Association membership.

Meetings

The Harbor Ridge Estates Homeowners Association Board of Trustees meets on the third Monday of every month from 6:30 to 8:30 pm.

The Board conducts board meetings virtually. If you would like access to information for our board meetings, please reach out to our Community Association Manager, Leah Smith.

Agenda

All Board members participate in the creation of the meeting agenda by providing suggested items to the Board President one (1) week prior to the meeting. Association Homeowners may submit written requests for Agenda items to be considered by the Board two (2) weeks prior to the meeting by sending them directly to the Association Manager at Management Solutions NW. Acknowledgement of such requests will be provided to the Homeowner along with notice of the date when that specific item will be on the meeting agenda.

General Association / Budget Ratification Meeting

The Board of Trustees will call together an Annual General Meeting of all Association Member Homeowners in November for the purpose of electing members to fill open Board positions and ratifying the annual budget. In addition, the Board will present:

  • a summary assessment of the current State of the Community
  • a review of the status and cost of all major community improvement projects
  • a summary of the annual Financial Asset Accounts, Operating Budget and Cash Flow
  • a call for volunteers to participate in various committees in the coming year

The Annual Meeting also provides an opportunity for an open forum for Homeowners to bring questions to the Board on a range of topics requiring clarification or resolution, such as property improvements that affect conditions within the community or questions about the governing rules and regulations of the CC&Rs.

The by-laws of Harbor Ridge Estates Homeowners Association define the structure of the Association and specify the requirements for a Board of Trustees to manage the affairs of the Association. The by-laws establish the required number of Trustees, their terms of office, meeting requirements, and the powers and duties of the elected Officers.

COMMUNITY ASSOCIATION MANAGER

Association Management

Management Solutions NW (MSNW) has provided management services for our community since February of 2023. MSNW’s services include maintaining accurate books and records of the Association’s financial activities, producing monthly income and expense statements, financial reporting, administering accounts receivable and accounts payable, and advising the Board of Trustees.

Questions or concerns regarding ACC requests, CC&R enforcement, billing, common areas or any other concerns related to the Association or quality of life in Harbor Ridge Estates should be directed to Leah Smith, our Community Association Manager at MSNW. If Leah doesn’t have the answer, she will be able to direct you to someone who will be able to help you.
